Tucannon would be a great place to start.

Two-thirds to three-quarters of the state harvest happens in Stevens, Ferry, Pend Orielle, and north Lincoln Counties --- Colville is the "Turkey Capital" of Washington.   Most of Lincoln County is private land however.  In Stevens County there is a lot of both public and private land, and the people are usually good about giving permission to hunt, especially for youth hunters. Good populations of turkeys are scattered everywhere there also. On the WDFW website there is a hunt by permission area where you can sign up with private landownersfor certain dates.   There is also a place there that you can look at where all public land is that exists.

Good luck ....
